Russia says that hundreds of people from the North Caucasus left to join ISIS, and are not returning to carry out attacks inside Russia, Associated Press reports.
"We can’t allow them to use the experience they have just gained in Syria back home," said President Vladimir Putin.
There has been a strong Islamist movement in the North Caucasus that aims to create an independent state under Sharia law.
