The European Union says that it is starting a new operation to catch migrant boats, the BBC reports.
Operation Sophia, as it is known, will allow navies to board, search, seize, and divert ships that are suspected of smuggling people. This is a shift from the previous EU policy, which focused on observation and rescue.
More than 130,000 people have crossed from North Africa to Europe by boat, while almost 3,000 have drowned.
