The Romanian foreign ministry summoned the Hungarian ambassador to criticize Hungary's plan to build a fence on the two countries' border in order to stop the movement of migrants.
The foreign ministry released a statement claiming that Budapest had not informed them of the plan, which it called "out of step with the spirit of Europe."
