Jerusalem Mayor Nir Barkat, along with dozens of local authority heads, has proposed a new system to improve disadvantaged parts of Israel.
The project calls for more successful authorities to forgo part of the money they would receive from the state, and allow that money to be used in poorer areas. Barkat says that the plan is intended to correct a "historical injustice," as he refers to the current model by which money is allocated.
The Ministry of Finance's budget department has also expressed its support for the initiative.
Supports say that it may begin to be implemented by as early as next year.
