The Supreme Court in El Salvador has ruled that street gangs are terrorists. The court further defined terrorism as the "organized and systematic exercise of violence," and explained that gangs try to claim powers that belong to the state.
The case focused primarily on the Marasalvatrucha gang, also known as MS-13.
The most immediate practical effects of the ruling are that phone taps and freezing th funds of those who support gangs are considered constitutional.
