Opposition leader MK Yitzhak Herzog (Zionist Union) attacked Prime Minister Binyamin Netanyahu on Monday for canceling a planned tour to the Arab city of Sakhnin in northern Israel. 

Speaking himself from a tour of Tamra, Herzog charged that "Netanyahu must understand that Israel's Arab citizens are not raw material for propaganda or a means of intimidation. They are citizens with equal rights, whose employment, education and health must also be taken care of."
