China has accused Tibetan spiritual leader the Dalai Lama of inciting a wave of self-immolations among Tibetans, since the self-labelled Tibetan government in exile recommitted itself to non-violence against Chinese rule in 2011.
In a government report issued on Wednesday, China says police investigations prove that the people burning themselves to death are being "manipulated and instigated" at the highest level.
