The Perry Committee for Shared Burden submitted its draft recommendations to the government on Thursday. Among its proposals are clauses to apply financial and other sanctions against individuals refusing to appear for preliminary draft registration at age 17, or anyone dodging IDF or civil service beyond the allowed Yeshiva deferral limit to age 21, or anyone dodging civil service prescribed by the IDF. Yeshivas supporting draft will be abundantly rewarded financially, and Hareidim will be encouraged to enlist into the Hesder Yeshiva program, which will gradually increase its IDF tour of duty from 18 months to 24 by 2016.
