Officials in New York City on Tuesday filed an appeal to challenge Monday's ruling which overturned Mayor Michael R. Bloomberg’s proposed ban on oversized sugary drinks. 

A state judge in Manhattan blocked the measure, which was set to go into effect today, claiming it was improperly enacted and arbitrary.
