Reserve Colonal Shai Gilboa, the director of the Machon Lev Jerusalem College of Technology sent a letter Wednesday calling for "affirmative action" for the yeshiva world. The letter was sent to the heads of parties in the newly inaugurated Knesset. Gilboa said that increasing the number of students in trade schools such as his will "reduce poverty, increase the gross national product, reduce spending on pensions and increasing tax revenues."
Gilboa added, "I did not have to go to the depths of the Mediterranean to find a treasure in the depths of the earth. There is a treasure here with us [i.e. human resources]."
The Tal Law, recently rescinded, provided an automatic deferral of IDF service to men learning Torah full-time. Israeli men who left Torah study in favor of higher education or employment would have been obligated to enlist under the law.
Machon Lev caters toward religiously observant men and according to its website, "combines their Torah studies with academic studies towards a Bachelor's Degree in Engineering or Management."
