Cen. African Repub Rebels Halt Advance, Agree to Talks

The Seleka rebels in Central African Republic agreed to start peace talks Wednesday, halting their advance on the capital of Bangui. However, the rebels have made it clear that any agreed-upon negotiation would result in the removal of the President.
