"We do not need to bring things that can be interpreted by others as a provocation," stated Knesset Speaker Reuven Rivlin in regards to the Levy Report. He made the statements during his visit to Samaria on Tuesday in which he met with Gershon Mesika, the head of the Judea and Samaria Council, Moshe Zar and others. Rivlin said that even though he personally is in favor of Jewish life in Judea and Samaria, the Israeli government is "between the hammer and the anvil, between the desire to keep the ideology of Greater Israel and the pressures from the outside."
The Levy Report stipulates that Jewish communities in Judea and Samaria are totally legal under the Geneva Convention and all international laws and recommends annexing at least the Jewish populated regions. Such a move could prevent the forced evictions of Jewish communities by the Defense Ministry's Civil Administration.
