Knesset Speaker Reuven (Ruby) Rivlin visited Samaria Tuesday where he addressed the concerns of residents who say they cannot get access to basic infrastructure such as water and electricity. 

Rivlin said, "Any place where a Jew resides lawfully and throught legally purchased land, the government must assist in arranging their homes and in the creation of proper infrastructure."
