Syrian President Bashar Al-Assad announced, Tuesday, an order granting amnesty to those who were arrested on criminal charges since the outbreak of anti-government violence in March of 2011.

The announcement does not include those designated by the government as "terrorists", a label it has put on opponents of the Assad regime.
