Saudi Arabia and Qatar have been funneling money and small arms to Syria’s rebels for months, but continue to reject the rebel's requests of providing them with heavier weapons, such as shoulder-fired missiles which can take down aircrafts and armored vehicles, which the rebels think will help shift the tide of war.

The United States has discouraged the Middle Eastern countries from providing rebels with these kinds of weapons, fearing they might end up in the wrong hands and used by terrorists.
