According to Torah Law, The circumcision ritual consists of a few elements, one of them being oral exsanguinations of member blood following the incision. Chief Rabbinate National Mohel (Ritual Circumcisor) Supervisor Rabbi Chaim Moshe Weissberg explains: “6 cases out of 300,000 circumcisions resulted in herpes contraction, possibly not even caused by the Mohel. Parents can always request exsanguinations via sterile glass tube, so the whole issue is blown out of proportion.”
