IDF soldiers were not reckless or negligent in a 2009 incident in which 21 civilians were killed in Gaza, an investigation has found. The incident in question took place during the Cast Lead counterterror operation.
Members of the Samouni clan remained in their home as per IDF orders as soldiers battled terrorists in the area. At one point, some members of the family attempted to leave the building. They came under fire from nearby troops, who fired shells at the group.
One or two shells hit the home, causing it to collapse. Twenty-one people were killed in the collapse and many others were injured.
