Members of the National Union Party visited the construction site of Rawabi, the first ever planned Palestinian Authority city. Member of Knesset Uri Ariel complained that the city was encroaching upon Area C of Judea and Samaria, which is under full Israeli jurisdiction. Members of Knesset who toured the site also noted the close proximity the city limits would be to Israeli highways. The parliamentary members expressed alarm that the new city could become a haven for terrorists who would then have easy access to Israeli population centers.
According to Haaretz newspaper, a corporation from the country of Qatar is funding the project along with multimillionaire Bashar al-Masri. According to Decision/Analysis Partners LLC of Fairfax, Virginia, two grant agreements for the new city were signed by al-Masri and Leocadia I. Zak, Director of the United States Trade and Development Agency (USTDA), in the presence of US Consul General Daniel Rubinstein.
