Despite progress reported earlier in the day, negotiations deadlocked between the Finance Ministry and the Histadrut Labor Federation on the issue of contract labor, resulting in an end to the talks and continuation of the general strike that started on Wednesday. The stumbling block was the issue of "shoulder-to-shoulder" situations where outside workers hired through personnel agencies work alongside those on the government payroll, doing the same thing but without enjoying the same employment conditions. While the sides reached agreement that the contract laborers would be absorbed onto the payroll, the sides could not agree on the wording of the clause making them full-scale state employees.
The subject was passed along to President Nili Arad of the National Labor Court. She will decide if the strike continues on Friday.
