The Eshkol Regional Council sent an official complaint to the United Nations, Monday about mortar shells containing phosphorous which were aimed at the region's civilians by terrorists in Hamas-controlled Gaza.

The use of the chemical against civilians is prohibited by the Geneva conventions on warfare.
