International Committee of the Red Cross (ICRC) President Jakob Kellenberger said on Thursday that the humanitarian situation in Syria is serious, but the country does not qualify as being involved in a civil war.
Kellenberger was quoted by Reuters as having told reporters that the situation “does not yet qualify according to our criteria” of being a civil war, because the armed resistance lacks organization.
