At a meeting Monday, Kadima leader Tsipi Livni told Prime Minister Binyamin Netanyahu tha the only thing that could prevent the PA from declaring an Arab state in Judea, Samaria and Jerusalem at the UN in September was negotiations. “The negotiating process alone will prevent 'September' from happening, and allow Israel to operate against terror,” she told the Prime minister, adding that the lack of negotiations made it more difficult for Israel to defend itself.

Netanyahu met with  Livni to update her on current governmental and defense issues. Among the issues presented was how Israel was preparing for the Palestinian Authority's planned declaration of an Arab state in Judea, Samaria and Jerusalem. It was the first meeting between the two since April.
