The United States and European countries are initiating steps to remove Libya from the United Nations Human Rights organization.
In a closed-door session of the UN Security Council, all 15 members voted to consider additional steps against Libya and its leader Muamar Qaddafi. In making the proposal, Britain's ambassador to the UN claimed that Libya broke its promises to act to end the violence in the country.
