The Bethlehem-based Ma'an news agency published, on Thursday, details of reconciliation program that is being developed between the Hamas and Fatah factions of the Palestinian Authority (PA) by PA Prime Minister Salam Fayyad. The program calls for a unity government headed by Fayyad, which would be comprised of various PA organizations.

Hamas's security apparatus in Gaza would continue to operate under the unity government as a gesture from Fatah, parallel to Fatah-led security in Judea and Samaria. Hamas would also continue what were described as efforts to continue a calm security situation vis-a-vis Israel.

The program has been adopted by PA Chairman Mahmoud Abbas, Fatah, and a number of Hamas leaders. A number of Hamas leaders oppose the plan.
