Judges in India have rejected the petition of the Pakistani terrorist who helped plan and execute the Mumbai massacre in 2008. He was the only terrorist caught alive. 164 people were killed and at least 308 wounded. Rabbi Gavriel Holtzberg and his wife Rivka Holtzberg of the local Chabad House were among the victims. The killer was sentenced to death. His petition to commute the sentence was rejected on Monday.
