The Legal Forum for the Land of Israel has appealed to the Israeli government to stop all trade with Gaza. The organization cited a law which prohibits commercial relations with hostile states. In accordance with the decision of the government, Israel supplies to Gaza with electricity, water, and medical services.

The legal representative of the Office of the Ministry of Finance stated that they were turning down the request because such a declaration would be "fraught with serious political and economic repercussions and may also affect the foreign policy of Israel. The publication of this decree could be construed as a violation of interim Israeli-PA agreements, which determine, among other things, economic relations between the parties."

Avi Har-Zahav, a lawyer for the Legal Forum for the Land of Israel stated in response, "If eight thousand rockets shot into Israel from Gaza is not enough to make the area a hostile state, what else should occur for this to happen?"
