Deputy Prime Minister Silvan Shalom was the guest of honor on Tuesday in a ceremony marking Rosh Hashanah at the Shomron Regional Council.

Shalom sharply criticized the proposed idea that construction in Judea and Samaria would only take place in 'settlement blocs': "Such solutions will be setting limits and will turn into a concession on our part even before negotiations start."

Shalom added that building in such 'blocs' will mean the end of the residences in Judea and Samaria.
