In a decision relating to the refusal by a Petach Tikvah school to accept children of Ethiopian immigrants, the High Court said Tuesday that the refusal of any school to accept students because of ethnic background is directly in contradiction to Israel's system of parliamentary democracy, which requires treating all citizens equally regardless of background.

“Educational discrimination is completely unacceptable, and the relevant authorities are required to act with determination to eliminate the phenomenon, and to use all legal means at their disposal to fight it,” the court said in its decision.
