The State Comptroller on Tuesday issued a stinging report on the methods used to appoint senior IDF commanders and officers. According to the report, offices are given raises in rank and position on criteria other than merit. Many of the appointments are the result of a deal making process between the Defense Minister and IDF Chief of Staff, the report said.

The report states that the phenomenon is not new, and that it has been going on for decades. The report urged a more open and rule-oriented method for making the appointments.
