The United Nations declared Wednesday that clean water and proper sanitation were “fundamental human rights.” Over 3 billion people do not have access to clean water or sanitation, the UN said. The General Assembly resolution called for the proportion of people without access to safe drinking water and basic sanitation to be cut in half by 2015.
