President of Brazil Refuses to Lay Wreath
President of Brazil, Lula da Silva, who arrived this evening (Sunday) to visit Israel, refused to visit Mount Herzl and lay a wreath on the grave of Theodor Herzl.
In response to his announcement, Hagai Merom, whose job it is to escort the heads of state at the ceremony at the tomb of Herzl, said that the decision insults the accepted rules of politeness and friendship between countries.
