At a joint press conference Saturday night with U.S. Secretary of State Hillary Clinton, Prime Minister Binyamin Netanyahu said that Israel was willing to begin talks with the Palestinian Authority immediately, without preconditions. He said that since he took office, the IDF had removed "hundreds" of roadblocks and bureaucratic barriers in Judea and Samaria, making life easier for PA Arabs. "In my speech at Bar-Ilan University I said that Israel would accept Palestinian rights if they accepted Israel as a Jewish state," Netanyahu said.
In response to a reporter's question, Netanyahu said that the precondition the PA is now demanding of a complete halt to Israeli building in Judea and Samaria was something new. Clinton agreed, saying that the issue had always been discussed in the negotiations. She added that Netanyahu's policy of not establishing new towns in Judea and Samaria, and "restraining" building in existing towns, was "unprecedented for an Israeli government."
