The Israeli Committee Against Torture has filed a petition with the High Court demanding that Israel's security services be prevented from questioning suspects while they are handcuffed or bound, or restrained in such a way that will cause them pain. The suit was filed against the Prime Minister, the heads of the Israel Security Agency, and the Internal Security Ministry.
The court was asked to include in its decision a clause that would require security agencies to publicize the types of restraint that are permitted while suspects are being questioned. Members of the Committee told the court that restraining suspects is "painful and humiliating," and has no place in enlightened western society.
