Georgia has complained to Western nations about a buildup of Russian forces in two breakaway regions that were taken over in a brief war between the two nations last year, South Ossetia and Abkhazia.

Moscow recognized the two regions as independent states after the five-day war ended. According to the Reuters news agency, Defense Minister David Sikharulidze said Monday that Russia may be planning a new assault on his country, adding that the situation "remains fragile" due to the lack of international monitors.
