US President George W. Bush pardoned 19 people Wednesday. One of the pardons was to Charles Winter, a Jew who helped the Israeli state in the 1940s and was convicted of violating the neutrality act. Winters has since passed away.
Bush has granted a total of 191 pardons in his two terms, only half of what former Presidents Bill Clinton and Ronald Reagan granted. White House spokesman Tony Fratto indicated that the President may issue more pardons before the end of his term.
