Palestinian Authority (PA) Prime Minister and Finance Minister Salam Fayyad has implied that the PA could apply to the International Court of Justice regarding Jewish development in Judea and Samaria, adopting the example of the security/separation fence. In an interview with Haaretz, Fayyad warned that Israel's refusal to cease construction in the area immediately would spell the end of negotiations with Prime Minister Ehud Olmert and Foreign Minister Tzipi Livni.

During the interview, Fayyad argued that continued Jewish construction undermines the PA Arabs faith in the PA and in the peace process, even more so than the Israeli roadblocks and military operations.
