Planned have been announced for a 3,280-foot high building in Dubai, in the United Arab Emirates, where construction still is taking place on a smaller building that temporarily will be the world's highest. The new one kilometer-high tower is based on Muslim-inspired design and will cost approximately $38 billion during the 10-year construction period.

The project is expected to attract millions of visitors a year and will include offices, hotels, shops and parks.
