      Drink, Drive and Pay the Price


      Drunken drivers will have to pay five times the regular rate for car insurance effective next July if a Finance Ministry proposal is approved. The ministry cited the high number of accidents caused by drunken drivers.

      The change in comprehensive vehicle insurance regulations would be binding on all companies. An unrelated change would prevent insurance companies from renewing policies without drivers' consent.
