The Lebanese government has unanimously voted to allow the Hizbullah terrorist organization to keep its weapons and emphasizes the "right of Lebanon's people, the army and the resistance to liberate all its territories." The policy statement, which goes next to the Lebanese Parliament for a vote of confidence, refers in its text to Har Dov (Sheba'a Farms) as an area which needs to be "liberated" from foreign (ie: Israeli) control. The term "resistance" is one that typically refers to terrorist activity.
The United Nations Resolution 1701 ceasefire agreement that ended the 2006 Second Lebanon War included the disarming of all terrorist and foreign entities in Lebanon, a condition that was never fulfilled and that the UN Interim Force in Lebanon (UNIFIL) said outright that it would never enforce.
