The Elad organization, which has been in the forefront of buying Arab houses in eastern Jerusalem, has submitted a plan for 10 apartments, pre-school classrooms, a library and a synagogue in the Silwan neighborhood near the City of David, which it also has developed.

The municipality of Jerusalem said that Elad has leased the land and does not need approval of the Israel Lands Administration, which said it is not aware of the project. Opposition was registered by the Ir Amim (City of Peoples) group, which charged Elad with trying to create a "kingdom" of Jewish families in place of Arabs.
