A man who threw fliers from a car window in Bnei Brak and his driver have been charged NIS 21,500, police said Monday.  The two threw fliers onto the streets of the city half an hour before the beginning of the Sabbath. 

Police explained that they had chosen an unusually harsh punishment in order to deter other promoters from using similar tactics.  Throwing fliers onto the streets is illegal, officers said, and doing so immediately before the Sabbath is particularly offensive.
