Foreign Minster Tzipi Livni met with her counterpart in Qatar Sunday, the first time she has visited an Arab country that does not have diplomatic relations with the Israel. She was invited by the leader of Qatar to deliver the main speech at the eighth annual Doha Forum. The Foreign Ministry described Qatar as a moderate Arab state that supports the peace process.
She is the highest ranking government official to visit Qatar since then-Deputy Prime Minister Shimon Peres traveled to Doha for a televised debate. Qatar and Israel have maintained low-level diplomatic and trade relations although the oil-rich state backs Hamas.
