U.S. Secretary of State Condoleezza Rice criticized Israel's plans to build hundreds of housing units in Givat Ze'ev, north of Jerusalem.
"The United States sees construction in the settlements as an action that is incompatible with Israel's commitment to abide by the Road Map," she said. "This is a step that will certainly not help the peace process."
