Canadian Foreign Minister Maxime Bernier issued an official apology Sunday morning for erroneously including the US and Israel on an international torture watch list.

Bernier said the list "wrongly includes some of our closest allies" and emphasized that the document did not reflect official government policies or views.

The document, a manual on torture awareness distributed to Canadian diplomats, lists countries in which prisoners are at risk of being tortured.
