Readers of a Reuters News Agency report on the Israeli killing of a Palestinian Authority (PA) policeman were told that the Israeli undercover soldiers were "menacing looking men." It quoted Bethlehem security commander Ahmed al-Hadar that the PA forces who fired on the soldiers' unmarked car "were doing their job" to confront outlaws. They shot at the soldiers, who returned fire and killed one policeman while wounding a second.
The report did not note that IDF counter-terrorist operations in the city are common occurrences nor did it state that the IDF forces did not target the PA policemen.
Reuters also pointed out that that Israeli handovers of Arab cities to the PA have been slow and that the IDF "has objected to some equipment requests by the Palestinians and is reluctant to stop its own army's missions." Except for a brief mention that Israel is concerned about PA policeman acting as terrorists, whom Reuters calls "militants," the report omitted any reference to the terrorist infrastructure throughout Judea and Samaria.
It also quoted a PA official that "Every time we try to put together a security plan, the Israelis do something to knock it back," but not did not quote an IDF official who said he sat down with Bethlehem military officers after the incident and that there was no tension between them.
