Public Security Minister Avi Dichter spoke at the Lander Institute in Jerusalem on Monday night and discussed the hundreds of thousands of Arabs living in Jerusalem, most of whom are not Israeli citizens. The Arabs “live in two worlds,” Dichter said, “but are loyal only to the Palestinian world, and so they turn the capital into an easy crossing point for terrorists.”
Dichter also referred to proposals that Jerusalem be split in order to appease the Palestinian Authority and maintain the city’s Jewish majority. Any negotiations over the city would focus on the way of life in different parts of the city, he said, and not necessarily on borders.
