The Islamic Jihad terrorist organization has termed the Saudi 2002 Initiative "worse that the Roadmap and even worse than the Oslo agreements and the Balfour Declaration." Islamic Jihad secretary Abdullah Ramadan Sallah also told the London-based Arabic Al Quds newspaper that the Annapolis conference is aimed at creating an American-Israeli-Arab axis to allow Israel to attack Iran.
The Saudi initiative was proposed in 2002 and calls on the Arab League countries to normalize relations with Israel in return for the Jewish state's surrendering all of the land restored to it after the Six-Day War in 1967. It also demands that Israel allow the immigration of 5.5 million Arabs who claim to be descendants of Arabs who fled in 1948. Arab leaders told them to leave temporarily until the expected annihilation of Israel in the War for Independence.
