The Gaza-based government of Hamas Monday evening released a proclamation that supports the "refusal to surrender Palestinian rights at Annapolis conference." The Hamas government has operated independently of the Fatah-run Palestinian Authority (PA) since Hamas's military takeover in Gaza last June.

The new document also insists on the right of more than five million Arabs to immigrate to Israel. It stated, "The Palestinian people...are the owners of the territories...from the Jordan River to the Mediterranean Sea, which ownership does not prescribe neither by the passage of time, nor under pressure."
