A settlement between striking secondary school teachers and the Finance Ministry appeared closer Tuesday night after the government offered teachers a pay rise in exchange for a commitment to future education reforms.

The number of students in each classroom and hours of teaching are still being debated by the two sides, who agreed to meet again tomorrow.  The strike, now in its fourth week, has affected more than 400,000 students throughout the country.
