The head of the PLO's negotiating team, Ahmed Qureia (Abu Ala) was held up for half an hour at a checkpoint Sunday afternoon as he made his way from Abu Dis to a meeting in Jerusalem in which Israel and the PLO were to begin drafting the "Annapolis Declaration."

Qureia decided not to wait any longer and turned back, instead of going to the meeting. Foreign Minister Tzipi Livni phoned Qureia and apologized for the incident. Diplomatic sources said the IDF would look into the occurence, and noted that Qureia has a permanent permit to enter Jerusalem and does so on a daily basis.

Qureia refused to set a new date for the meeting, despite Livni's entreaties, but the two did agree that a new date would be set.
